You said that before. But what's actually better than on normal difficulty? As I said before, the enemies are still stupid as a loaf of bread. They only seem to take more punch.

There are a few games I play on their highest difficulty such as Pillars of Eternity where the enemies actually wisen up. Or the trials in DA:I, since the enemies get more skilled and diversed, but I only upped the ante for a short while in FO4, since it was mainly the same experience with only the fights lasting longer because of more hitpoints.
