This law is applies to Israel, have you ever seen a christian fathers going around stoning children, in the new testament this law is not necessary.

And yet Jesus says (Matthew 5:18) that the law of Moses - in which the approved stoning of rebellious children is made explicit - still applies: For verily I say unto you, Till heaven and earth pass, one jot or one tittle shall in no wise pass from the law, till all be fulfilled.
. So, stoning naughty children still applies.

Thus, any parent who did NOT offer their children up to be stoned to death for disobedience was a sinner.
