Yes, that and to provide cover for bullshit like removing the Chairman of the Joint Chiefs of Staff et al from the National Security Council to make room for a political hack.
And don't forget that most of the heads of the State Department have been fired, or resigned, it's still unclear which (Though it appears they were fired also). And the rest of of them are being told to resign if they plan to resist anything.
