More reminiscent of a toddler throwing their toys out the pram than of an Orwellian manoeuvre. To be Orwellian one must show a semblance of cunning at the very least, broadcasting that you're lying constantly is thick as shit.
The way I see it, this is a concentrated effort to undermine what trust is left in Americans for the press -- it's a medium-to-long-term gambit to eliminate the check that a free press exercises on government, not by legislating it, but by sowing suspicion.
