He clearly hasn't read them. Googled the first quote and, in context, it is saying that if a child under three has been raped, and converts to judaism, then they are essentially treated as if they were a virgin, in terms of their marital value. It is not a permission or vindication of the abuser like Harris would have you believe.
That's not to say that the wider context isn't objectionable in terms of treating women as a possession, or why you would treat a child abuse victim aged 4 differently (although as I understand it from my brief google, age 3 is the minimum age when a girl can be 'betrothed', although the 'age of consent' is 9), but that isn't at all unique to Judaism's big heap of shit.
That's the scariest part of religious texts as far as I'm concerned. They don't come with instructions for interpretations. As easily as Harris used those out of context quotes as proof that Judaism officially perverts it's followers, another guy can do the same thing to justify pedophilia and gain a bunch of followers in the process. It doesn't matter how carefully the books are worded. I don't know Harris well, but from what I've picked up, he's a Muslim, so it's probably safe to assume he includes the Koran in those texts he has read that contain no mischief. And yet we have ISIS, Boko Haram, Al Qaeda, etc.
It's so clear that most religious texts were written over a long period of time and by the seat of their pants. As new problems arose, the texts were adjusted with new rules to account for them. The problem is new problems don't stop popping up as time goes on, and at a certain point the books become the static sacred word of god that are no longer allowed to be adjusted in the face of new problems. Meanwhile, language and culture continues to evolve. The only thing theists can do is interpret them as best they can, which leaves them vulnerable to whatever intention the interpreter has. Letting alone that the books don't need any help being despicable.
