I've seen some research with promising results about growing new tissue, but so far it's only being done experimentally for people born with disfigurements. We're still a long way from artificial means like that.
There are parts of the privates of both sexes that have more concentration of sensitive nerve endings. I'd guess since this kind of surgery has been done for decades now the doctors try to preserve as much of that sensitivity as they can. I'd say you'd have to talk to someone who has had it to know what their sensations are. But any type of surgery has risk of loss of something. I can tell you your body can recover but depends on individual as to how much you retain.
