That the killings may be justified ignores the larger issue which is why do many people in general are killed by police in this country. This doesn't just apply to black people but is a problem due in part to police training.
Did you read the snopes article at all? It cites additional studies which disagree with the findings of the CPRC study, or at the very least say the findings are skewed for various reasons. If anything, the multiple studies in this area show that there isn't a conclusive answer to this question.
Yeah, I strongly suspect that if we broke down black-on-black crimes by income bracket, we'd see the rates drop off significantly the richer you get. Maybe if studies showed that high crime rates for black people stayed constant regardless of income bracket, he'd have a point, but, though I haven't done a huge amount of research on that, what little I've seen simply doesn't show that.
I haven't found any studies doing that just yet (though I suspect someone more alacritous may find that), I did find two interesting stats in a Bureau of Justice Statistics study:
1. Persons in poor households at or below the Federal Poverty Level (FPL) (39.8 per 1,000) had more than double the rate of violent victimization as persons in high-income households (16.9 per 1,000).
2. Poor urban blacks (51.3 per 1,000) had rates of violence similar to poor urban whites (56.4 per 1,000).
Really, you would have to be either willfully ignorant or lying out your ass to deny that poverty has a crucial role. Also, it's interesting that, despite his insistence that black people are more disposed to crime, poor white people seem to have higher rates of violence than poor black people.
