It's not a "western thing"; but you can say that "western people saw lots of warfare, death, poverty and misery, that highlighted the democratic path for them".
In other words; wisdom sparks in peoples' minds when they see severe kinds of events. V for Vendetta has this idea; in the movie and the comic.
