Commentator on POTUS the other day noted there should be (in his opinion) a delineation in the US guvmint budget process between infrastructure spending (bridges, buildings, public housing, schools, roads etc.) and everything else (most military, administration, social, benefits, etc.). And the idea being borrowing money to pay for the former is 'ok' and borrowing money for the latter isn't.
Not mentioned on the program was many (most?) state budgets are required to be balanced (for income and outlays) and this idea might find utility in reigning in federal deficits, but then going to the next level: the state level, fostering a liberalization regarding infrastructure spending.
