I saw that but it really fails to explain why a proper watch was not set.
Also, both navy ships were Arleigh Burke class destroyers which incorporate "stealth" technology. Could it be that something actually works too well? What good is stealth if the ship has to turn its headlights on and shoot off a flare every two minutes to avoid getting hit by every garbage scow on the sea?
