Brainstorming:
US Gov offers me a bounty for pirates, I collect, I keep collecting until no pirates are left. I then use a small portion of the proceeds to buy a ship and crew, which I then order to commit piracy. I collect this bounty as well.
Rinse and Repeat ad infinitum.
Just gives the pirates the money directly. That's why letters of marque fell out of favor in the first place, so much room for collusion and corruption. You are essentially paying people to attack others instead of yourself. All that being said, if it were a career oppurtunity at the next job fair, I'd jump on a ground floor position, because that would be a hell on an industry to get in on at the start.
