I think it could be both at the same time, even though by definition cowardice is a lack of courage.
A definition of courage is the ability to do something that frightens you. Killing yourself probably does frighten most people, even if you're doing it to avoid something that frightens you even more you'd still be afraid of doing it. So as a technicality you could say suicide involves courage.
Cowardice is someone who is lacking the courage to endure unpleasant things. So just using technical definitions I think you could do both. You can have the ability to do something that frightens you in order to escape something unpleasant things you feel you can't endure.
