I think his point is that the FBI leans conservative in terms of its directors, but acts in a bipartisan way. The FBI are not a partisan institution, they have a mission to investigate crimes, whether those crimes are committed by the majority or the minority.
It is entirely possible to be a Trump supporter, work at the FBI, and participate in an unbiased investigation of Trump. That is, it's possible if you care more about your country than you do about your party.
Lets put this in a long term perspective.
There is no point, in having separation of powers, no point in a Constitution, no point in having an oath of office that does not require a political or religious oath, if those we entrust to hold power, if all we want is our own way all the time.
Western values are that of consent, not monopolies of one party.
I agree, it is very possible for an FBI agent to lean republican, OR democrat, but always put law first.
Our problem today is not the oath the no name law agent takes. But the head of our nation who has NEEDLESSLY and REPEATEDLY scapegoated and vilified the very institutions that are supposed to protect us with a concept of neutrality.
When we consider Comey's record and Mueller's record, there is no way one can say they are out to get Trump. Whereas Trump has talked like a despot for his campaign and in office. The problem is not the FBI or intel, the problem is leadership.
