I think that this is just the kind of whimsical payload to send the message that he can do it, with any payload. It's sure as fuck better than the first Delta IV Heavy Demo launch by the ULA (LockMart-Boeing hybrid) that left a shit ton of brass rods ( a dummy payload) in the wrong orbit.
If you get to thinking you’re a person of some influence, try ordering somebody else’s dog around.
