Germany has one of the lowest rates. Why do you think they took in so many immigrants? Problem is they have no idea what to do with them once they're there.
So why did Germany take them in if they don't know what to do with them? Your Fox news propaganda doesn't add up.
If they took in immigrants to make up for falling birth rates then it would be to work, to keep the economy expanding to support the pensioners. In which case they'd know exactly what to do with them. Allow them to take on the surplus of spare jobs.
As it happens, they did not take on immigrants, they took in refugees because the Germans were motivated by the atrocities of Nazism, WWII and its after effects which are still within living memory and they're trying to do the right thing after their grandparents caused a flood of Jewish refugees.
