What we call or observe as randomness or order, or even what we calculate and conclude as being such is all relative.
There really is no such thing as chaos. It may have unseen and unrecognized order, so our perceptions and conclusions are purely related to what other people think and doesn't necessarily have anything to do with intelligence etc.
Who is to say that a particular state is no longer able to produce useful mechanical work?
