It doesn't give the exact age but it says "their most prime/strength (ashadu)" and associated that with "mental maturity (rushd)" and show that to be the age where marriage is allowed, and you can gather that by all the verses about orphans and when they are given responsibility over the wealth that is saved up for them.
As for why Muslims don't see that, it's simply due to the sorcerers and sorcery leading them and winning in these dark times of ignorance.
