Only the data the game requires is loaded to the RAM. I really can't believe Rift would need more than 3GB to load all the textures and objects even on highest settings. Unless it loads the whole damn world with all raids and instances and all that at the same time.
And 16GB... Sure, if you want to multibox with 4+ accounts. And "excellent internet connection"? You know, your connection only affects your ping or latency, and has nothing to do with your framerates.
The amount of VRAM and the performance of the GPU and CPU are more important than RAM.
