The Empire list because their "elite troops" can't shoot straight and their leader, the man who patiently brought down the Republuc and the Jedi, set a really bad trap.

But their uniforms were cool.

Stormtroopers can shoot straight . And Palpatine's plan could have worked if he had not been so arrogant . And while looking cool .It's a really bad design . But then again this is the same faction that didn't give their main line fighters shields or their line capital ships a point defense system to screen fighters .
