I don't think that anyone would disagree that genetics play a role in intelligence, but certainly so does environment. Someone with zero or close-to-zero access to educational resources, or brought up in a culture that heavily indoctrinates certain ideas, etc, would also be expected to suffer intelligence-wise, even with good genes.
