Why would saying that Vukuvar never happened be a conspiracy theory? Why wouldn't saying Vukovar did happen be called a conspiracy theory? The massacre of Vukovar having happened would require a large number of people colluding in a giant plot to do that. Why would they do that? How would they do that? I don't see it. Show me some reasonable explanation.
Saying the battle did not happen requires explaining the presence of a common belief that it did happen, the most likely explanation being a conspiracy of people fostering the impression that it did happen. Saying the battle did occur explains away the presence of a large number of people believing it did happen by explaining that it did in fact happen, not by positing a conspiracy of people working to make the belief that it happened occur.
