Ubisoft's PR did the game no favors, either. They made it seem like it was a team-based shooter where, at the end, people could decide whether or not to betray their teammates for phat loot. The game is nothing like that.
There is an area on the map that has harder challenges/bosses/whatever. And you can 'go rogue' (actual game term) and attempt to kill/hunt other players. But, in order to do that, you need to turn on the PvP flag, which everyone in the area will see, thereby making you a target, and preventing you from simply murdering someone suddenly.
The rest of the game is PvE, and can be played either in a group or solo. I've found solo easier, actually, because there are fewer enemies, and I don't need to worry about idiots who get themselves flanked, or rush into sniper fire, or anything else. The game is opposite of arcadey... you can't rush in, guns blazing, because you'll simply get creamed. Especially by the flamethrower guys and snipers. Unfortunately, a lot of the random players I've teamed with in the early going haven't grasped that.
There's a base/city building element to it, too. Missions grant you points in either medical, security, or tech, which allows you to unlock things in your base (like an ICU unit, or central heating). Unlocking those things also unlocks abilities and perks. Abilities are actual powers... I currently have a radar pulse which highlights enemies and gives me a +crit buff, and a sticky bomb launcher. Perks are passive... being able to carry more medkits, having bonuses while firing from cover, etc.
There's also a ton of hidden stuff. Audio logs, visual logs, crafting recipes, materials, etc. Civilians will randomly walk up to you for help (bottles of water, or food)... giving it to them rewards you with gear.
I've been pleasantly surprised.
