He might have been but you also just said you are both from another country he could just be drawn to you for that reason. I know if I was in a foreign country I would want to at least have a conversation with any other fellow countrymen I saw there. Being in a country that is so vastly different like Canada and India are it's a big deal to see something familiar to some people. Even if you don't feel it doesn't automatically mean someone wants in your pants.
