The concept goes back for centuries,and was a de facto doctrine for centuries. The doctrine was only made dogma by the First Vatican council,in 1870..
The term only refers to when the pope pronounces 'ex-cathedra', literally "from the seat [of St Peter]".There is only one case in which the ' power' was used since it became dogma; 1950,by Pius X11 and his declaration of the assumption of Mary as dogma. IE Her bodily ascension into heaven. (really)

Also that brings me to the point of saying there should be only one catholic and apostolic church.
