I disagree. if they are able to report experiencing qualia, discussing qualia in detail, etc, it is meaningless to say they don't experience qualia.

By definition p-zombie can talk about qualia without experiencing it. You can even teach computer to do that.

And that is sufficient *from a scientific perspective* to say they are, in fact, conscious.

What does science have to do with your personal opinion?

And if you can get a computer to pass an unrestricted Turing test, that computer is conscious.

Science is *defined* by the use of testable hypotheses. In this case, the hypothesis that other people have internal states is supported by a wide range of observations and deductions. It is eminently testable and has passed all relevant tests. That makes it scientific.

Why do you think it is possible to be physically identical to something that experiences qualia and NOT experience them?

Why do you assume it is possible for something to report having qualia, discuss qualia, wax eloquent about qualia, and still not actually experience qualia? 

Why do you think it is impossible?

Because I believe that all mental states supervene on the physical.

Sorry, that's like saying that scientists have never observed an electric field, they have only observed the effects of such fields. The observation of such effects *is* an observation of the field. Or, in this case, of consciousness.
