I think you are a little off. It's not that AI definitely can't wake up (that would probably be your religious view). It's that philosophically, we will have no way for knowing whether a machine REALLY experiences qualia (i.e. what it's subjectively like to be alive) rather than just seeming to do so.
But the latter is good enough for us. If GOOGLE hits the point where it acts as an individual agent with its own interests, and the bombs start dropping all over the world, it won't really matter whether it is actually subjectively aware or not.
