It would seem they would have to be - to win only roughly half the elections.
The only other options are -
1. Intelligence has no value, in that it cannot change an election's outcome.
2. Your ascertation is incorrect.
Intelligence has precious little bearing on the outcome of elections. A 30 years old moron has as much right to vote as a 30 years old genius. What matters is how many people you can get to vote, irrespective of intelligence. The voters who examine the issues, evaluate the candidates and weigh the outcome can (and all too frequently are) outdone by people who vote based on the cut of the candidate's suit.

If what you say is true - then it would be pointless for any party to spend any money on elections. Oddly enough though - they spend HUGE money trying to influence the outcome of elections.
