See here is the problem with your logic. I actually agree WITH THE IDEA, with one added factor. Not only do you punish the illegal buyer, but bars get fined and or loose their liquor licence for selling to under age people I love your idea, but the responsibility is also on the shop owner.
The other problem you are also not facing, is that currently even if we just did only what you are suggesting, which IS a good start, it would cut into the corporate profits due to the sudden loss of sales as we currently see.
But, if you are willing to put safety over profits, I am 100% on board.
