No. That is simply not the case.
The primary purpose of gun control measures is to prevent ANYONE from owning them.
I' ve been involved with this subject over 40 years.
A friend of mine and I once applied for concealed carry permits - in the dark days before " shall issue" legislation.
Were we qualified?? The US government seemed to think we were trustworthy. I was qualified expert in small arms - and had maintained a top secret security clearance during my time in service. My friend was likewise qualified working his time for the State Department (at Langley).
The county prosecuter was on the gun board - which decided if we could be issued concealed pistol permits. He told us - "You're just lucky we let you KEEP guns".
Happily - he' s long out of office. I heard he'd been disbarred for something or another.
And I've had my concealed license now for 17 years, carry ever day - and have had no incidents whatsoever.
So don't tell me the purpose of gun control is to keep guns away from criminals.
Lol, wait, what?! Because 17 years ago, one wacky prosecutor (who was subsequently disbarred) made a comment, that somehow translates into, ‘the purpose of gun control measures is to prevent anyone from ever getting guns’?
