That is a common punishment for first time offenders.
If we want to argue was that appropriate or not, that would be a different subject and a better one to argue. I think he got off easy.
This is what everyone in this thread is avoiding, acting as if Smollett was completely exonerated and found to be innocent of false claims made by the CPD. This is certainly NOT the case.
