Is blackface always offensive?

But I can tell when blackface is used in that village's traditional ceremonies and in comedy sketches that the intent is not pro racist

If it  for no reason continues to use black face the intent seems secondary 

I'm not going to take offence to something 100 percent of the time because I was told to, like a good little sheep.
