But the reason that I posted this under philosophy is to tackle how we could improve prevention, not necessarily present and practical measures.

You can say that I have an abnormal desire to help the purpatretors, but I think that just applying punishment is not helping that much.

I am not getting a good feeling about where this is really going.
An abnormal desire to help pedophiles and those who engage in sexual activity, or the grooming toward it, sounds like you may be quite invested in how society reacts.

Edit: I started this because I didn't agree of how people want to solve this problem. It is not about empathy, I score average on that on personality tests. But how does raising the penalty help the victim? It helps us, because we feel better for ourselves, we punished the offender, isn't that nice? But the victim is still raped and maybe dead. Don't tell me that a rapist and killer will just change his mind because of a higher penalty, this is not a rational decision after all.
