LOL..."Leashing" a 9 or 10 year-old and keeping them tethered to you 16 hours a day is probably guaranteed to inflict more psychological damage than a few swats on the ass.
If they get to nine years old, and still don't know to not run into traffic, or whatever, then something definitely went wrong in parenting.
