The Soviet nuclear attack plan was rather telling. 
The initial attack would have been against West Germany, Denmark, Holland, Belgium, Luxembourg, Austria and Italy.
5 kiloton weapons against targets along the internal German boarder, 500 kilotons vs. targets further west, almost all air-burst and avoiding bridges over major waterways as they planned to invade western Europe in the hours following the strike.
Britain and France were not going to be hit as doing so would increase the risk of retaliation.
