No. Holy water cannot be visibly contaminated (which is why the oceans can’t be turned into holy water).
If all of the water in a room was made holy by the simple fact of the pope being in that room without the requisite mumbo jumbo being recited, then ALL of the water in the Vatican would be holy from the minute the pope set foot in it.
Even if that were the case, the prohibition against water bottles makes no sense. There’s no rule that says civilians can’t have holy water.

There simply *must* be a prohibition against every civilian having access to holy water. Can you imagine? If everybody could use holy water willy nilly, then we'd have no famine, disease or wars! Monsanto, the CDC and the Pentagon are complicit...
