It seems to me you are making a judgement based on actions other assholes have made in other cases.
Do you have all the facts in this case?
Did the shooter have ANY reason to believe that this guy was armed and dangerous? (Research before deciding).
Irrelevant, as it was illegal for the shooter to chase him down and detain him in the first place.
You can’t justify a fatal shooting when your actions led to the shooting to begin with.
