When someone says, ‘I can’t breathe’, of course they’re still breathing. However, saying that is generally indicative of a breathing problem - most people aren’t likely to say, ‘My airflow seems somewhat restricted.’
The guy with a knee on his neck complained repeatedly of breathing problems. Now he’s dead. And he died with that knee on his neck.
