A lot of people consider this word highly offensive and hurtful, particularly those people who have a family member or work with the mentally disabled.

Nope, the slope here has become slippery enough. This rule should be about speech, not trigger words.
In another post it's been indicated that staff has the ability to determine the distinction.
Being told you're delusional does not necessarily mean you're mental.
