They are doing their jobs.
But nobody comes forward to ID shooters - because - "don't snitch".....Residents wonder why the homicide clearance rate in 2019 was only 53% (and that's an improvement over previous years.)

Where are the protests? Where is the outrage?
If ONE of those deaths had a cop involved - you would see looting and pillaging - er - I mean "protests" by now....
They are protesting against police brutality and systemic racism, why would you expect to see protests after every random homicide?
