Oddly enough, the Natives weren’t the ‘conquered party’. The treaty ended Red Cloud’s War, mainly because the US had no real interest in continuing the fight. Under the terms of the treaty, it’s hard to see the war as anything other than a Lakota victory.
It was the US army who sued for peace, not the Natives.
