Truth is, people with and without guns are about equally as likely to fight back against their state - which is to say not very likely at all. It's a shame, really. People ask how high even when they have an arsenal in their house. That's what we actually do, as opposed to what we wished we did. The issue with leaving piles of guns in private homes, from the perspective of a jack booted thug - is not that the owner of the house is a threat. It's that insurgents will get those guns, one way or another - and that's why they confiscated weapons. Not because they did or had anything to fear from the people who had them at present.
In the dystopian scenario, OLB, guys like you and me are ammo dumps, not the resistance. Most of the party members in the nazi state, specifically, were just go-along types. They had weapons, didn't necessarily agree with the state, and, by a point, had every reason to use them against the state - but didn't. Didn't use them against the occupying forces after the war either.
