They did, they relaxed gun control, not tightened it. I'd say that, ultimately, the gun control argument is flawed in this instance because they relaxed rules and the people who did have guns didn't use them anyway. If it's ever a valid argument or expectation, this wasn't one of those cases, or..if it's a general rule, then this was one of those high profile exceptions to it.
This stands in contrast to people who did fight back, at the same time, with their weapons, in occupied territories. There was some guy with one piece of shit hunting rifle (finland or norway, can never remember) that had an entire german unit scared to go to sleep, scared to walk in the forest. To the point that they tried leveling the forest with artillery for just the one man. They confiscated anything that could so much as hurl pebbles at them from the local populace, but he just kept plinking them.
