As I understand it, the proposal is to make the District of Columbia a state, and the government would be an enclave within, but legally separate from, it. The seat of government would reduced to the White House, the Congressional Complex, the Supreme Court Building and a few other locations. Thus you could have the national government under control of Congress (as it is now) and DC would be the 51st state.
Seems doable and constitutional.
