It was nothing but "the appearance of some sort of revenge" for 9-11,
(which Bush was told was coming that summer at least twice, and failed to protect us from).
From what I've read, it looks as though "bringing them home" may not lead to any reduction in US violence against Afghanistan.
The official US troops are coming home, but thousands and thousands of private contractors are staying. This means less oversight from government, and more freedom from any sort of restriction or prosecution when they strike out.
In other words, privatized war is probably worse.
