the military sees everything as a threat without being very good at prioritizing threats, especially at the strategic level. Risk posed by actual aliens would be as strategic a potential threat as can be imagined. It also does not promote the general breadth of liberal knowledge and vision required to be adept at exploring, identifying and contextual the genuine unknown.
Don't forget their financial incentive.
