Since we're talking apocalypse and not a local natural disaster or temporary period of inconvenience, I think the decision whether to bug out or remain in place should be a high in planning priority.
This, of course, would depend upon having a pre-planned place to go if on the move, and whether one might expect resistance upon arrival.
If remaining in place, defense and whom in the immediate area can be relied upon for cooperative effort may be concerns, I believe.
