ME2 was the best game in the series. The reviewer is clearly on crack rock. It's arguably the worst game in the series.
Personally, I believe ME3 and Andromeda are the best in the series.
I haven't played Andromeda, so I can't comment there.
But I can see putting ME2 at the top as far as the original trilogy. The first entry was clunky... it was finding its footing. ME2 found that footing. I rather liked the first's rough-around-the-edges feel... but I also enjoyed the streamlining of the second.
ME3 kind of took what ME2 did well and put some polish on it. It wasn't the vast improvement ME2 was over ME1. Furthermore, ME3 was a wasp's nest of disappointment. I think players would have been more satisfied if ME3 was half the length but took more effort to incorporate the choices made in the previous two games. Like, the only tangible difference between saving the Rachni or dooming them is a few lines of dialogue. And then there was the ending...
I'm not saying you're wrong. I'm just saying there are good reasons to put ME2 at the top.
