Actually, it was proven that your presidents did "use" this bag against Japan back in 1945, also we saw Trump getting near from using it against Iran in 2020.
You don't need a line in a constitution, yet you need an evil American president to unleash this hell on humanity:

Let me shake you so you read what you wrote again:
You are comparing a WMD way stronger than the nukes of 1945, to the Quran?
Or let me rephrase; in other words: you are comparing the destruction America caused to Japan in 1945, to the Quran?
He does; he is also the creator of evil people, or to be precise the creator of evil itself.
Of like he says it in the Quran:
He is the creator of both good and evil, both mercy and anger, both pain and relief.
No, I’m trying to get you to understand that the legal and ethical guides in the American Constitution are fallible (this is an ‘everybody knows’ thing).
If the Quran really, truly is the word of God it isn’t) then its moral and ethical guides should be perfect and beyond reproach. Since they aren’t, it is therefore a mistake for YOU to compare the two.
Unless, of course, you wish to concede that the Quran, like the US Constitution, is nothing more that a fallible document written by fallible humans.

What you ask for is impossible, because human brains will always produce different behaviours; many thieves will never be caught, many murderers will escape, and if they were caught they can lie and get away with their deed,
Even so called "believers"; they can "fake" believing to gain revenue, they can "use" the Quran to do evil. The problem isn't the Quran: the problem is the human mind. You can never control it or expect its actions; actually the Quran stated this fact here:
Quote:Sura 18, The Quran:
https://quran.com/18:7?store=false&translations=
(7) Indeed, We have made whatever is on earth as an ornament for it, to test them as to which of them excels in work.
— Fadel Soliman, Bridges’ translation
It's all a test, and it should be like this: a test with each individual having a closed box of data called "the brain".
That's what's keeping the world as it is, each individual thinking their constitution is supreme.
