Easy.   Speaking from experience, even if you're using it purely for impact, the fact that you think it has impact, means you should use another word.  So, no grey at all really.

That's a selective situation and not a universal parameter. (I've been on forum staffs since RDF and I've seen that on nearly every one. Fun to watch if you're not the party or parties who have to enforce a nebulosity.)

Which is why this rule is here enforced in a non-nebulous fashion. I thought the PSA made that clear.
