But that's not what neuralbeans told you. You quoted him as saying:

Toponyms are nouns, and you should be comparing them to other nouns, and not to all the words in the Aspell word-list.".

He's offering a suggestion for something you should look into, not making a positive claim. The burden of proof is always and forever on the person making a positive claim (you) and not on the person pointing out an issue with your methodology (neuralbeans).

As far as I understand it, the burden of proof is on the person making a positive claim all until he gives some proof. Once he gives some proof, the burden of proof shifts to the person claiming the proof is flawed. Think of The Mad Revisionists, the conspiracy theorists who claim the Moon doesn't exist. The burden of proof is obviously on them, because we have a proof that the Moon exists. That proof is that we see the Moon. They claim that proof is flawed, because perhaps the Moon is a hologram projected on some giant balloon, so the burden of proof is on them.
